As a designer of domestic wastewater treatment and disposal systems, we know you are confronted with these situations on a daily basis:
  • A client needs you to prepare a presentation file to go with his municipal permit application for installing the Enviro-Septic System.
  • A client needs you to evaluate the site characterization in order to proceed with new septic installation.
  • # A client needs you to replace his existing septic installation.

Whichever the case, you must conform with the Q-2, r-8 when preparing your client’s file so that he will be able to obtain his municipal permit without any trouble.

Other than this, your file must include a site characterization study, as well as a location plan. Section 4.1 “Contents of a permit application” of the Q-2, r.8 regulation provides additional detail.

The site caracterization study must be conducted by a member of a qualified professional body. The study must include the following elements:
  • Site topography
  • Slope of the piece of land that acts as the receptor
  • Permeability level of the receiving soil and the methodology used.
  • The level of rock, groundwater, and of permeable or impermeable soil, whichever is the case, located below the receptive soil surface.
  • # Indication of any element that could influence the location or the construction of a water treatment device.

The scale localization plan must show:
  • All wells, property limits, lakes, water plans, swamps, ponds, drainage lines, top of slopes, trees and other elements as stated in the regulation, and that are located on the lot and all other adjacent lots.
  • The projected location of the receptive system, or the treatment system for wastewater
  • The development of each component of the treatment system.
  • The development of the settling tank*, of the classic sand filter, of the disposal field or polishing field in relation to the rock level, the groundwater or any other layer of permeable or impermeable soil located below the receptive soil surface.

Therefore, you need not to use the old authorization application procedure, in relation with section 32 of the Loi sur la Qualité de l’Environnement (LQE). However, your project must be in accordance with the design criteria of both the Q-2, r.8. regulation.
